These offices will serve as focal points for international cooperation, project management, and mobility initiatives, aligning HEI governance with European and global best practices. The project adopts a structured, multi-phase approach, combining institutional capacity building, digital learning solutions, and stakeholder engagement to foster sustainable international collaboration. GLOBAL is designed around five Work Packages (WPs), covering needs assessment, peer learning, capacity building, pilot operations of IOs, and broad dissemination. Through a dedicated MOOC platform, training curricula, and policy engagement activities, the project will strengthen HEI staff competencies, support strategic partnerships between EU and Chinese institutions, and facilitate cross-border collaboration in research and innovation. Additionally, GLOBAL aligns with key EU priorities, including digital transformation, sustainability, and internationalization of higher education, reinforcing the EU’s Global Gateway strategy. GLOBAL ensures a lasting impact beyond its funding period, enabling Chinese HEIs to sustain and expand internationalization efforts while fostering deeper EU-Asia academic cooperation by integrating structured governance models, digital solutions, and policy dialogue.
