The Collaborative Surveillance Network (CSN) is an EU co-funded project enhancing data exchange, interoperability, and capacity building for early detection and response to health threats across Greece. Coordinated by the National Public Health Organization (NPHO), it brings together universities, research institutes, and governmental bodies to strengthen collaborative surveillance efforts. By integrating disparate data systems and standardizing protocols, the CSN Project seeks to improve national surveillance systems to bolster preparedness for health emergencies.
The project’s primary goal is to create an integrated, interoperable network that facilitates real-time data sharing among national public health authorities, academic institutions, and other relevant stakeholders. Key elements include the implementation of a centralized Data BAse, the integration of laboratory information systems across multiple regions and the adoption of robust cybersecurity measures. The project’s design reflects lessons learned from previous public health emergencies, such as the H1N1 influenza outbreak and the COVID-19 pandemic, where delays in data exchange and inconsistent reporting standards contributed to suboptimal responses. By developing a unified surveillance network, the project seeks to break down information silos and establish clear, standardized protocols for data sharing and analysis. The implementation of an interoperable system is expected to reduce the lag time between the detection of a health threat and the deployment of an appropriate response. Furthermore, the project aims to enhance capacity building among public health professionals through targeted training programs that focus on the use of advanced surveillance tools and digital technologies.
Key goals include delivering actionable knowledge to policymakers, researchers, and public health professionals, fostering sustained collaboration beyond the project’s lifetime, and improving readiness for vector-borne disease threats. By integrating scientific publications, stakeholder engagement, and targeted outreach campaigns, CSN aims to shape effective, long-term strategies for public health security.
