A trans-regional project involving Azerbaijan, Kazakhstan and the Russian Federation, aiming to create a training offer accessible by open and distance learning, having as goal the improve of the quality of healthcare. The project fits in with the two objectives of the capacity-building action, namely ‘Supporting the modernisation, accessibility and internationalisation of higher education in eligible partner countries’ and ‘Contributing to cooperation between the EU and eligible partner countries’.
It aims at creating professional Bachelor’s and Master’s degrees in strategic quality management and health risk management, which fits in with the regional priorities for regions 2 and 4 and with the national priorities of the three countries, i.e. training in the health field.
It defines the gaps in the medical systems of the three countries: professions linked to health management, the quality of health services and the management of health risks.
The project identifies three target audiences:
- a) students in initial medical training, whose needs are to be given the opportunity to follow a Bachelor’s and Master’s degree course in quality management,
- b) Master’s degree in quality management in the healthcare field, to improve their employability,
- c) Practicing medical staff seeking lifelong learning.
Particular attention is paid to the refugees, offering them the opportunity to validate their prior learning and continue their medical studies in order to obtain a recognised diploma for practicing medicine.
The design of the project, and the objectives are consistent with the resources deployed, the nature of the planned activities, and the internationalisation and cooperation dimension. The project states that it is not based on other initiatives, and claims the European TUNING methodology for creating professionalising curricula.
